Provide a PyNN frontend for GeNN.

==== Progress ====
Thomas is implementing a Python frontend for GeNN in order to make [[ topicbrian2genn | GeNN interact with Brian ]]. We're waiting for the Python frontend to be useable, since it will also be the basis for the PyNN backend.

==== Outlook ====
   * Implement the PyNN frontend for GeNN.
   * Implement Thomas insect brain benchmark in PyNN to enable (more or less) unbiased comparison between NeMo and GeNN (and Nest and NEURON and brian and ...).
