Writing a GeNN backend for PyNN

Provide a PyNN frontend for GeNN.

Thomas is implementing a Python frontend for GeNN in order to make GeNN interact with Brian . We're waiting for the Python frontend to be useable, since it will also be the basis for the PyNN backend.

• Implement the PyNN frontend for GeNN.
• Implement Thomas insect brain benchmark in PyNN to enable (more or less) unbiased comparison between NeMo and GeNN (and Nest and NEURON and brian and …).
